Hi Andy,
A lot of ALE operators over the years have acquired radios with embedded ALE and/or Selcall (Codan, Harris, Micom, Icom, Kenwood, R&S, etc). 
Not as many sounding continuously as there used to be, but more are scanning and using it for calling each other for voice QSOs or for AMDs. 
The amateur radio ALE network has been continuously in operation 24/7/365 for 12 years on all HF bands.
As of 2019 the 12 metre channels are being dropped from the recommended scan lists, but 160 metres is being added.
 Some ALE callsigns seen here in last 24 hours...

If other stations in the region are seeing better results, it may be advantageous to consider a problem with your own equipment, coax, antenna.
