No SDRC does not have a built in VAC. You are required to download one and point to it in SDRC or if you are using SDRC as your source then you would set it as the source..

Opera in use on 122.4 GHz from G8ACE/P Butser Hill to G8CUB/P Walbury Hill a distance of 52Km
Amazing , Opera QSO mode was the original opera concept , to allow CW /QRSS stations operating on 477 & 136 KHz ! , access to digital transmission ,

I am pretty sure that FLdigi would work if it has a setting for SITOR-B, which is very similar to NAVTEX and should copy it with little or no trouble. However there is a better solution for the Mac
